Sahkar-se-Samriddhi

To realize the vision of “Prosperity through Cooperation,” to strengthen the cooperative movement in the country, to deepen the reach of cooperative societies to the grassroots level, and to enhance the performance, productivity, and profitability of cooperative societies, various initiatives have been launched by the Ministry of Cooperation, Government of India. The major initiatives and the state's progress in them are as follows:

  • Model Bye-laws for Making PACS Multi-purpose - To increase the sources of income of PACS and LAMPS and to create new employment opportunities in more than 25 sectors such as dairy, fisheries, warehousing, etc., the draft of model bye-laws prepared by the Ministry of Cooperation, Government of India, has been adopted by all 2058 PACS/LAMPS in the state.
  • Establishment of Multi-purpose Cooperative Societies in Every Gram Panchayat - To connect every Gram Panchayat with cooperative societies and ensure the benefits of cooperation reach every citizen, a scheme has been initiated by the Ministry of Cooperation, Government of India, to form multi-purpose PACS/dairy/fishery/minor forest produce cooperative societies in all uncovered and underserved Gram Panchayats of the state.
Under this scheme, non-functional/liquidated societies are to be revived or liquidated, and new multi-purpose PACS/dairy/fishery/minor forest produce cooperative societies will be formed in the remaining uncovered/underserved panchayats.
The scheme is to be implemented from 2024–25 to 2028–29.
Between 15.02.2023 and 31.12.2024, 183 fishery, 123 minor forest produce, and 86 new dairy cooperative societies have been registered in the state.
  • Digitization of Primary Agricultural Credit Cooperative Societies (PACS) - Computerization of cooperative societies ensures that all loan deposits, interest calculations, and transaction records related to farmers remain updated, enabling farmers to get accurate information about their accounts instantly.
All 2058 Primary Agricultural Credit Cooperative Societies in the state are being computerized under a centrally sponsored scheme, out of which 2028 societies were selected in the first phase. The scheme began in 2022–23. The expenditure ratio between the Central and State Government is 60:40.
The estimated cost of digitization is ₹3.91 lakh per society. As of 31 December 2024, all selected PACS in the state have reached the Go-Live stage.
  • Common Service Centre (CSC) - The Ministry of Cooperation, Government of India, has instructed that all Primary Agricultural Credit Cooperative Societies be developed as Common Service Centres.
As of 31.12.2024, 2,017 PACS have applied online for CSC IDs, out of which 1,929 IDs have been activated.
A total transaction amount of ₹1.38 crore has been recorded till this date.
  • Pradhan Mantri Bharatiya Janaushadhi Kendra - To ensure the availability of affordable generic medicines at the rural/block level and to generate additional income and employment opportunities for PACS, the Ministry of Cooperation, Government of India, has decided to open Pradhan Mantri Bharatiya Janaushadhi Kendras within PACS.
Under this initiative, 26 societies in the state have started these stores.
  • Establishment of Pradhan Mantri Kisan Samriddhi Kendras - The scheme aims to develop PACS as retail fertilizer outlets and as one-stop shops for all agricultural inputs and services, as well as to enable them to act as drone entrepreneurs for fertilizer and pesticide spraying.
Pradhan Mantri Kisan Samriddhi Kendras have been established in all 2058 PACS in the state.
  • World’s Largest Decentralized Grain Storage Plan in the Cooperative Sector - Under the scheme, infrastructure such as procurement centers, custom hiring centers, primary processing centers, rural haats, and grain storage facilities will be established through convergence of various Government of India programs such as AIF, AMI, SWAM, MIDH, PMFME, and PMKSY.
All 725 warehouses of 200 MT capacity currently under construction in the state under the RIDF scheme have been included by the Ministry of Cooperation, Government of India.
  • Membership in National Cooperative Export/Organic/Seed Cooperative Societies - Under the Multi-State Cooperative Societies Act, 2002, three new national cooperative societies—National Cooperative Export Society Ltd., Indian Seed Cooperative Society Ltd., and National Cooperative Organic Society Ltd.—have been established as umbrella organizations.
These societies will promote the export of products produced by cooperative societies, production and distribution of quality seeds under a single brand, and production, distribution, and marketing of certified organic products.
Primary, district, and state-level cooperative societies of the state can become members.
All PACS in the state have completed applications for membership.
  • National Cooperative Database - A comprehensive, authentic, and updated cooperative database has been developed by the Ministry of Cooperation, Government of India, with the support of state governments.
Entries for all functional societies in the state have been uploaded to the portal.
  • Computerization of Registrar Offices and Subordinate Offices - To facilitate cooperative business operations and create a transparent, paperless regulatory digital ecosystem, the Ministry of Cooperation, Government of India, has launched a centrally sponsored scheme to computerize the office of the Commissioner & Registrar of Cooperative Societies and its subordinate offices.
Under the scheme, hardware expenses will be shared in a 60:40 ratio between the Central and State Government, while software and cloud infrastructure expenses will be fully borne by the Government of India.
  • International Year of Cooperatives - The United Nations General Assembly has declared 2025 as the International Year of Cooperatives, with the theme “Cooperatives Build a Better World.”
Following this, the Ministry of Cooperation, Government of India, has planned year-round promotional activities in 2025.
The state government has also prepared an annual activity calendar, under which a total of 1,06,105 activities will be organized at the village, district, and state levels.
  • Registration on NCCF’s e-Samyukti and NAFED’s e-Samriddhi Portals - Registration on NCCF’s e-Samyukti and NAFED’s e-Samriddhi Portals - Under the “Pradhan Mantri Annadata Aay Sanrakshan Abhiyan,” NCCF and NAFED have been designated as procurement agencies for crops such as tur, moong, urad, groundnut, and soybean in Kharif Marketing Year 2024–25, and for gram, lentil, mustard, pulses & oilseeds, and maize in Rabi Marketing Year 2025–26.
MARKFED has been appointed as the nodal agency for implementing the scheme in the state.
Procurement will be carried out through PACS. Chhattisgarh is the first and only state where all PACS have been registered on NCCF’s e-Samyukti portal, and registration on NAFED’s e-Samriddhi portal is under process.
  • Rural Water Supply through PACS - Under the concept of “Prosperity through Cooperation,” PACS have been assigned the operation and maintenance of tap-water supply schemes under the Jal Jeevan Mission.
As a pilot project, 33 Panchayats from various districts of the state have been selected.
